's an odd new trend on the streets of oakland. when it comes to traffic stops, police there just don't make them like they used to. cbs 5 reporter joe vazquez explains why the numbers are down so much. >> reporter: as we drove the streets of oakland this afternoon the only police cars we saw were parked at the oakmont police substation. truth is site of a cop pulling over a car is more rare. the number of police stops in oakland is down some 75% from a few years ago. that's according to numbers obtained by the "chronicle" which shows oakland police made about 68,000 stops in 2008 and 2009. in 2010, the number went down to 49,000. in 2011, another huge drop to about 25,000. and by the end of this year, the projected number of police stops in oakland will be 15,733. police cite factors including layoffs which reduced the police force by 25%, cops running from one 911 call to another making it harder to make stops in between. also, special investigative and traffic teams have been disbanded including the motorcycle squads. >> just the motorcycle squads alone would be responsible for an average
treatment. paul chambers joins us live from high street in oakland. paul, you just got the answer on what caused this hazmat incident. paul? >> reporter: that's correct. it's been about two hours since everybody happened. there is a crew still out there. they are packing up right now. you ke see -- you can see from the chopper, within the last half-hour, the scene has been cleared. we a situation that had fire, paramedics, police on the scene evacuating the building. you can see a hazmat crew was sent out here to the scene and entered the building. the call came in around 10:00 a.m. after fire porkers say a -- workers say a worker found a puddle in the back of the floor. two workers complained of i irritation and coughing. crews worked to identify the mysterious substance while others were isolated. >> there was a small can of pepper spray that had discharged. after it discharges it becomes a liquid. >> reporter: now, two employees were treated and released here on the scene. there were customers inside. however, they were evacuated and didn't come in contact with the pepper spray. now, p
waves and there have been numerous aftershocks including one measuring 6.2. >>> the latest from oakland, a man at the see yum last night -- at the coliseum last night at the game fell 30 feet down. he was seriously hurt. christien kafton is live with more. what do you know? >> reporter: well, we know there are a lot of questions about what happened. sometime right around kickoff at last night's game, a man either fell or jumped from the third-level concourse. you can see just how high the fall would be. the man either fell or -- about 30, 50 feet. he fell last night during the raiders/broncos' game. there are conflicting reports whether the fan fell accidentally or whether -- or whether he jumped. it's a very long drop and say incidents like this have happened at the coliseum or other places in the -- places in the country. >> i've heard about that happening. if you are not paying attention, you can fall and unfortunately, he fell yesterday. >> reporter: the workers took him to highland hospital, with serious injuries. so far, authorities are not releasing his identity. the raiders have

are learning more about a shooting in oakland this morning that wounded four people. officers say they found three men suffering from gunshot wounds around 7:30 this morning near international boulevard, between 84th and 85th avenues. all three men were hospitalized. a fourth female victim was dropped off at the hospital. all of the victims are expected to be okay. police say two people were arrested in connection with this shooting. >>> a teenage boy is in critical condition after a drive-by shooting in san francisco's intermission district. police say just before 1:30 this morning, four men in a car opened fire on the teen near the intersection of potraro avenue and 24th. the wounded boy managed to walk a block to san francisco general hospital. the victim's name and age have not been released. >>> we are on storm watch again tonight. the latest system is bringing lingering rain across the bay area, starting this morning in the north bay, then moving south. here's a look at the scene, at san francisco's union square, was the wet weather didn't deter holiday shoppers. it is causing delays o
